Blocking Access to Specific Files

We've been having a lot of access to "tracker/announce.php" on various subdomains. We used to have some bit torrent abuse, but I've deleted those accounts months ago. Never the less, we are still getting hundreds of requests per second to /announce.php, which is wasting bandwidth. Is there a way to automatically deny any requests to "tracker/announce.php" ?

    So I would do

    ?

I'm not sure of the format/syntax for the <Files> line.

I can't seem to get it to work with that Directive. Anything else I can try?
