Blocked URLs in webmaster tool should be empty?

    Hi Help needed!!!!!!
    What is Blocked URLs in webmaster tool ?
    Is it should be empty or fill with robots.txt file?

    If i have enter
    Allow: /
    Sitemap: http://www.domain.com/atom.xml?redirect=false&start-index=1&max-results=500

    what is the meaning of this robots.txt file inside Blocked Url it should crawl all my page or blocked?
