Bloating a campaign structure

In the efforts of maximizing QS and creating highly targeted ad groups and campaigns, you may be tempted to re-haul your entire campaign and split up any existing campaigns into finer ones.

The problem with this is Google's evaluation of trust within your account based on your historical CTR and Quality Scores. It is advised to expand slowly.

I personally did not take this advise and created several new campaigns. My question: Should I scale back and re-consolidate these campaigns or is that useless now that I've went ahead and expanded?

For reference, this is a local business and each campaign is targeting a different city.

basically you are right about the historical data..
however if your new campaigns will get good performance via CTR and QS then it does not make any difference that they're new.
if you know the market\ prospects and was able to set up good campaigns before just duplicate them.
it also concerns "expanding slowly". get good CTR again and carry on from there.
