White Hat, Black Hat, Grey Hats are all pretty much the same. It's just the degree in the tactics used to get what you want separates each category. If you are a White Hatter, then you launch a new site but you are not in any hurry to get ranked and not too worried about your competition. The Grey Hatter is generally the newbie who wants his site listed as soon as possible and does internet research on getting ranked and tries almost every combination he/she finds. This person generally don't even know they are a Grey Hat. The Black Hatter is the person that launches his site and wants to rank high within a few days or so. He is willing to Spam, Slam anything and anyone to get his site ranked. So if you look at the 3 categories, they all want to get listed. So "You Walk Slow, You'll Get Left Behind". Most techniques used are legal so why not give a 100% to your site promotion. Just like any business, you have to out advertise your competition in order to gain more sells.

Generally speaking, SEO master should understand each action he make and should estimate the possible consequences of these actions, but nevertheless SEO master should know all techniques from crystal-white to black Hat SEO.
Black hat- seo that pushes the boundaries of ethical practice. Also known as search engine spamming. Some of forms of black hat are cloaking,doorway pages and link-farms White Hat- is the exact opposite of Black Hat, it follows an ethical approach/ Google “Quality Guidelinesâ€.

I disagree with you, search engine are getting much better at detecting black and grey hat SEO and are taking measures to penalize and ban sites using those methods. I would state it like this: White hat SEO is used by someone with expert knowledge and experience as a long-term low cost way of bringing in quality search engine traffic. Grey hat SEO is used by beginners and those that have great expectation but want to invest just a small amount of money to attempt to get quicker results and usually ends up supplying only short-term results and could end with penalization and banning. The quality of traffic is low. Black hat SEO is used by scammers and fly-by-night SEO companies to bilk their clients out of a few hundred dollars. They use spam and dishonest guarantees and will get you very low quality results (or no results) for a short period of time, then you site will be penalized and/or banned. Unfortunately there are very few white hat SEO's, maybe 20% of the market and the rest are grey and black or a combo of the two.
