Black Hat/Unethical SEO, does google care?

About 2 months ago, I reported a site, digita.cl and all their clients because their "SEO" is 50% cross linking through invisible pages (1x1 pixel linking to an internal page with links to other clients), and 50% header keyword spam (description, title, keywords) and also <noscript> spam.

But I think google doesn't care, it just keeps giving them top positions.

For example, take a look at concables.cl

It ranks 1st for a lot of the keywords spammed in the tags when searching from my country.

Do you think they will get slapped in the future? If that's not the case, then I could be the best SEO in my country with little to no effort.

Sooner or later the site will be banned. You can only get away with it for so long then your site gets banned.

They have 8 billion sites to look after. It probably takes some time.

If they are truly using black hat methods it will catch up with them in awhile.
