Black hat sites scraping content

I've been going through link data in Google webmaster central and have come across several sites scraping news headlines to generate content and then serving ads.

Here are a couple of the sites, if anybody know anything about this I'd appreciate it.

    http://www.openmusicguide.org/artist/groove-master/

They seem to be matching keywords of news articles and presenting the headlines on pages that match those keywords.

    - how are they doing this?
    - should I be trying to block them and how should I do this?

Sorry I can't give the specific site they're scraping as I don't own it.

this happens a lot on the internet...I don't worry about it unless one of these sites is outranking me for a keyword....which has never happened before...
