Blackhat SEO isn't "Illegal", it's against the terms of service for some search engines. It's defined as anything breaking ToS for any search engine, so something could be Black Hat for Google, and not for Bing (although unlikely). It's important to remember that SEO is essentially blackhat. Google's ToS state that you shouldn't try and generate any links, so pretty much any off-site work you do is Blackhat. The reality is that everyone does it, and unless you're in a very fortunate position, you won't get anywhere without it. Of course, some blackhat techniques are worse than others. Building huge link farms and spamming forums and blog posts are particularly bad, so are littering your website with keywords and useless links, and hiding text behind images or off the page.

Black hat seo is for short term boosting. You can rank high in a matter of weeks but you will flushed down in the google toilet gradually. So it is always ethical to go in the ethical way and go straight through white hat SEO. slow and steady wins in the long run.
It works, but you have to understand that it's for short term rankings. I've had tons of blackhat projects and they all get deindexed, but before my worst deindexing ever I had a black hat script I spent a few hours on generating $10-15,000 / month for over a year. Had millions of pages dropped at once, but who cares when you've made that money?
If you want quick result then black hat seo can help you, but it can not give you the steady result, for that it's always advisable to go with white hat technique

So, I Googled it and read through every result that I see but I didn't find anything that said link building, or any off-site activity for that matter, is not allowed. There is Black Hat link building, though, and one example is link farming. So now, I am wondering where you saw this information. Thank you.
