Black And White Image With Circle In Color

How to do this effect; image in black and white with a adjustable circle over the image where it still shows the original color. (see image attached below)
I used to do it with one of the options found in Windows 7, but now I could not find it.
What other image editors, can I do this effect?

 

1. Open your image in Adobe Photoshop.
2. Duplicate the image layer (Right-click > Duplicate Layer).
3. Convert the duplicated layer to black and white (Image > Adjustments > Black & White).
4. Create a layer mask for the duplicated layer (click the layer mask icon).
5. Use the Elliptical Marquee Tool to draw a circle over the area you want in color.
6. Fill the circle on the layer mask with white (Edit > Fill).
7. Deselect the circle (Ctrl+D / Cmd+D).
8. Adjust the circle's size and position with the Move Tool (V).
9. Fine-tune the effect by adjusting layer opacity if necessary.
