How to do this effect; image in black and white with a adjustable circle over the image where it still shows the original color. (see image attached below) I used to do it with one of the options found in Windows 7, but now I could not find it. What other image editors, can I do this effect?
Open your image in Adobe Photoshop. Duplicate the image layer (Right-click > Duplicate Layer). Convert the duplicated layer to black and white (Image > Adjustments > Black & White).
