Bing's Geo-Targeting Doesn't Work Properly?

    I have a bunch of campaigns set up with Bing. In one of them, I am targeting the city of Philadelphia. I have selected to show the ads only to users "in" my targeted location. I am using a call tracking phone # on the ad (which is listed nowhere else online) and I keep getting calls from out-of-state. In the last 7 days I've received calls from Ohio, DC (2 of them), and NJ. Bing support is less than helpful - they tell me everything is correct. I already shut off the search partners and I have ads on Google as well which do not have these issues. I'm wondering if Bing's method for determining a person's location is out-dated and not accurate?

    I experience a similar problem with my campaigns. Even though I exclude certain countries I still get traffic from them.

    Did you change the advanced location settings to only show to people in your targeted location? I think I found the solution to my issue. It turns out all my calls are coming from mobile devices. I asked Bing how they determine a user's location if they are searching from a mobile device and they responded saying IP address. If that's the only determining factor, it doesn't surprise me that they get it wrong 50% of the time. IP addresses on mobile phones are not accurate.
