Bing Indexing Sub -Categories..

I was wondering if someone could give me a bit of advice. Basically I am working with a UK company who have a number of websites- .com, .de, .fr, ,nl
They plan to amalgamate all the sites into the .com and direct all users to this site, so when a user comes from Germany for example, they will be directed to the appropriate section within the main site.
A few issues have arisen as the company is concerned that any big changes they make may adversely effect their indexing on search engines and that by only having one site they will lose out on country specific SE Listings.
1-The company is planning to to create sub-sections for each country within the main website. I believe it is possible to get this indexed ok with Google through their webmaster tools but I wanted to find out if it was possible to do this within Bing or does bing have difficultly in indexing websites with difference locations / sub-directories?
2- Duplicate content- if the company decides to pull all the countries under one roof, they are concerned that the will have duplicate pages and therefore be penalised...has anyone had this problem in the past or know what best practice would be?
Hope this makes sense and thanks for any help!
