Bing has a Webmaster Central similar to Google's Webmaster Tools. You create an account at Bing (if you didn't already have one w/ Live.com). If you didn't already under Live.com you then log in and tell bing you want to verify your site similar to verifying your site for Google's Webmaster Tools.

Once your site is verified if you're logged into Webmaster Central you can then click on your site's name on the verified SITE LIST page and you will be taken to a dashboard page for that site. There across the top navigation of the page are a bunch of tools available to you. One of them is the Backlinks Tool. Click on the Backlinks tab. It will show you how many backlinks you have.

You can look at backlinks for a particular section of the site by selecting "Filter backlinks by Top Level Domain..." and entering things like "www.example.com/foldername".
