    At the time I do not currently have a credit card/debit card to use AdWords. I have a paypal account. If I use a voucher do I still need to use a credit/debit card?

    Can anyone explain how billing works?

    Billing is quite clearly explained in the learning center and help files/support site.

    You NEED a CC or Debit card. Paypal will NOT do. You can however use a cheque but you need prior approval.

    If you are serious about your business, you'll get a CC.

    You didnt give too much details about your location but check if you can apply for the PayPal CC.
