Big Problem with Google AdWords !!!

I had few Google AdWords accounts, but because of some unpaids these accounts were blocked.

I tried to open new Google AdWords account, but when I almost finished and put credit card information all credit cards were declined even those which I never used before in Google AdWords, cards were my and with normal balance!!!

Even after declining if I clicked to Campaign Summary I see my campaign active, but it has 0 impressions after few days!!!

So, I used new credit card, new website for advertising, new URL, new content and new keywords. I even change my IP address by different countries. Nothing, the situation is still the same.
    Could anyone help me?

Thank you in advance; I know that this is very difficult. But maybe someone know how to solve that problem!!!

Sorry but it seems google cought up with you. Pay your bills and google might let you back in. Google is very good at tracking debtors.
