So one day, I received a donation of $200.00. A payment of 45.00, then another 45.00 and then 110. He canceled the 110.00 charge back, but the 2, 45.00's were still holded. The case was closed for the 2 payments of 45.00, then, the user wish that none of this mess happened so he tried and close the closed cases. Not sure if thats even possible.. but then, he basically took it deeper. He accidently set another 3 new disputes from the same payment, so basically I now owe -254.00 usd and we are trying to cancel the 3 new ones. Now back to the other part, I now have my account frozen for -61.00 USD, If I don't pay it off, I wont get to use my paypal. Regarding the 110.00 he canceled, there was a form he had to fax in order to complete that, but he claims he doesn't have a printer and no fax machine to send it to paypal, so.. the negative balances aren't placed until everything is settled. So lets say paypal resolves the 3 new disputes, making my balance with a -110.00. Is there anyway my friend can solve this with out faxing info, and tell paypal to re-open a closed case to refund me the payment and owe absolutely nothing but I still have a -254 .00 USD balance that isn't placed yet?
They allow users to scan documents or upload documents. He can even take pictures using a digital camera and upload it in the resolution center of paypal where it asks him to complete the steps to remove limitation. What i don't get is why you would go to all the trouble to re open a closed dispute when you can ask him to just send the money directly?
