    I think he is announcing that he has created a bid directory for that page but it's still under construction. Pretty vague description to me too.

    As far as I can see the Page 1 means how much it costs to get onto the homepage of the bid directory, and the (dir) must mean, assumably, how much the minimum bid is?

    Are you aware how unnatural those bids are? HaHaHa. You were lucky, this has relatively high PR backlinks from a couple of US university sites, don't expect the PR6 to stay on this dropped domain, though.
