better to use a "combined" Key phrase in an inbound link?

    Is it better to use a "combined" phrase of keywords in an inbound link to my site, or just use the exact keyword I am going for?

    For example, lets say I am trying to optimize for the keyword 'Magnetic Sign' which gets about 11,000 searches. "Custom Magentic Sign" gets about 270 searches but obviously contains the previous keyphrase as well. For content on my site I just use the whole term Custom Magentic Sign since it encompasses both, but I am wondering if for off-site links it is better to use just the main key term i am after.

    Perhaps google discounts the link written "Custom Magnetic Signs" as less valuable than a link with only "Magnetic Signs" since it has the extra word in the href tag? Is a link anchored with Custom Magnetic Signs as valuable as link anchored Magnetic Sign?
