    Google is the best PPC program on web. Now a day, Google is giving lots of facility to Adwords advertiser. Recently they announced that if a Advertiser wants, the advertiser may disqualify any click if not reaching his set goal.

    Also Google already set his ads network through Adsense program. so, I think, Google PPC is the best program.
