Best4sites and other MFA

How it`s possible for sites like best4sites.net be still alive in Adwords??

For example, best4sites.net is a blatant MFA site with nothing else but Adsense ads and some scrap links in the bottom of the page!

What are you thinking guys? How is it possible after latest Google new rules?

    Regards,
    Alex

Maybe their landing pages have no AdSense but links to pages which do?

Some of the sites have changed their extensions from .com to .net or .org and they probably set up totally new adwords accounts
