If you are looking for a best hoster then I would say to look for not cheap price but a competitive price with best customer service and support.
Does anyone have advice on uploading to Google Drive, then making the file accessable to anyone with the link, then coding my app to just go to that file? This is what I plan as I don't think I'll make much money on my app and don't want to spend even 30 a month for a server.
