I am planing to buy a software for web template designing and graphic designing works, if there is anything better than Photoshop or if Photoshop is the best option?
Photoshop is pretty much standard software with web design. There are others out there though such as Paint Shop Pro so it's down to personal preference. I for example, prefer Photoshop CS2 rather than the later versions where others may need the more advanced features in CS6. I'd recommend downloading a trial of a few different packages and testing them out to see what works for you.

Start with GIMP or Paint.net If you need more than that, you can look at spending money. But you may not need to.
There's 0 chance you need more than GIMP, the issue lies in if you only want to stay in freelance. Working for a business will require you're familiar with the Adobe line of products.

I prefer Fireworks because I've used it all along, for ten years. There's too much stuff to fiddle with oh PS for me just to make website graphics and optimize images.
