I typically build everything for clients with wordpress. Your first example site is actually not so good and very limited in its scope. It is using wordpress its just poorly deployed. Nothing really sticky about it, little to nothing interactive and so on.

With that said, its pretty trivial to do something totally awesome with wordpress in that demographic.

    Hope that helps,
    Nigel

Wordpress for certain. It requires some theme work, a few plugins etc. This is pretty easy to do. If you want to drop me a note and let me know exactly what you are trying to do I can advise you accordingly.

Its typically cheaper to start with something from themeforest.

Off the top of my head, music should be hosted elsewhere and linked to but you also want to be able to feature folks, have a nice mp3 player, Sell some tracks for people or allow them to donate etc.

The biggest problem with your example sites is lack of definable business model really.

I will suggest you to go for Drupal. Its the best CMS system available in php. Any kind of custom functionality can be build and extended in no time and most importantly without bugs. Once he site is created, it can be run with non-technical admins.

Use Wordpress, it's pretty simple and with the help of some plugins, and there you have it, your own music site.

Apart from these, there are various other free website builders available online which allow small business owners to create a professional website. I recently used http://www.webstarttoday.com and found extremely easy and comfortable to use. It also offers a lot of features like attractive designs, content, uploading of images and videos, photo gallery, SEO, monitoring, hosting, domain name purchase etc.

I know that there is option of music downloading on Wix but the other functions in your examples are too specific. That's why it's hardly that you'll find website builder suitable for all of these. Check these website builders: http://www.irdb.com/free-website-builders/ But I think it would be better for you not to use web builders but to order ready-made CMS on WP or Joomla. I would do this.
