Best way to use your advertising budget? Guidance appreciated.

    I have planned to pay for the advertisement of my forum, because I really see potential in it. What I want guidance for is,

    1. Best ways/places to advertise?
    2. Utilizing budget properly.

    I have a budget but I want to make sure that I don't just waste my money.
