You can try the free trial version of BBmail bulk email software at first. If you like it, you can pay for the lifetime license.

 

Have someone code you a custom php mailer. Get a dedicated server. Fine a contact that can rent you tons of proxies. Get some data.. then putty and ./mail true 500 - boom

 

250,000 is a huge volume. It's better to choose a good email marketing software to send these emails.

there are a lot of great services. I'm using two of them:
1) MailChimp.com - it has an awesome tool for simple mail template creator.
2) CampaignMonitor.com - it is also great and in some way cheaper.

 

Most Autoresponders Max out at 100,000 subscribers, So dependent on your list size you will need a few autoresponders
