My site is already three months but my traffic isn't that much. I'm just getting from 200 - 500 page views a day. I have done some free ways to get some traffic to my site by using forums, blog commenting, and social book marking. Now, I'm thinking of having a budget to get more readers. What can you suggest?

Depending on the niche, it may be worth spending some money on adwords. For a lot of sites it can be quite hard to make money with adwords, but sometimes everything seems to magically fall into place, and you start making more than you spend from day one. On all my new sites I try spending a little on adwords, just to see what happens... sometimes you just get lucky.
You PR won't suffer because of directory submition... It will probably increase your PR, but it won't helps you much with traffic.
