Lets say i have $300 to promote a couple of my sites each month, the other sites i will build links to manually and in other freebie way help to promote. What is the best ways to promote my sites with $300? Buying ad space? Or buying allot of links each month? Or put $200 on banner ads and $100 on links (maby $5-$10/link each month)..
I would rather outsource some SEO specialists. For this amount of money it is possible to get approximately 150 working hours.

I agree with the article marketing - have the articles uniquely written, submit them to Ezines & other article directories with a link back to your site in the sig.
I would agree that using the extra funds to hire an SEO expert is probably the best approach. $300 isn't much, but having an expert work for you will ensure that a variety of different tactics are used. Article marketing (as other have suggested) is weak, at best, for improving your rankings. Plus, you would be applying your limited funds to just one SEO tactic. A professional could use those funds to apply a variety of techniques, which would probably have a better impact in the long-run... Even if you're doing many of the same things as your SEO professional... having 2 people working on it is better than 1
I agree with some of the other posters. Invest your money into SEO and get your site ranked in Google on the first page. This will increase your organic traffic. Then track your progress on where people are clicking and measure your conversions. Keep testing different dating affiliate links to see which one works best. When you are earning repeat the process with a similar related keyword. Just my 2c
Try the usual: craigslist, backpage. There are probably 1000's of dating sites out there fighting for the first page in Google, so it's not a fair game for anyone at all. I advertise on CL and BP (have been for years). It's free.
