Best way to promote a forum?

Depends on content, go on other big forums of that content. Advertise with other sites with same content.

 

Press releases. "Authority" articles. "Scandalous" link building. Guestblogging. Contests.

 

You can promote through forums and get listed in forum directories.

 

Content is the king. Make some good informative posts pertaining to your niche.. and as bobchrist says get listed with forum directories as well. As far as I can see your forum doesn't allow guest posting or even able to view the content of the forum... just my opinion.

by joining another forum which is related to your forum and doing directory submission. IMO

 

Build links, do PPC, and find ways to have those who visited your site register and come back regularly (through contests, weekly newsletters etc.)
