If you want to generate traffic fast you can use PPC options from Google Adwords, Yahoo, MSN, etc. But if you want to generate free traffic you can use ezine articles, post forums and backlinks.

When it comes on optimization for a website, onpage optimization is done only once and need to keep on building links as per requirements and keyword rankings but for blogs you need to do onpage and offpage optimization as per your new article posts and on regular basis.

optimizing a blog can mean different in different context.
    1. blog load time optimization, where in you need to optimize the site against the load time. Check the load times for each component of the blog and make necessary changes for that. you can find the load times of each component of the blog at http://tools.pingdom.com/
    2. Blog Search engine optimization: there are many ways you can do this, it wouldnt be possible to list the whole thing here, but to get the complete glimpse of how to do it the correct way, you could go thru Blogging Basics - SEO tutorials.

Just use Wordpress, there's tons and tons of plugins to help optimize all of your posts and pages automatically and create a sitemap of everything for Google to crawl... pretty neat stuff

There is no difference in optimizing a website and blog. You can apply all seo techniques that you apply to a website, blog as well. A blog is also a website

I don't think there is much of a difference. Of course you might make sure your feed is readable by as many directories/aggregation services as possible but thats about the only difference

there is no much difference between blog and website. But if you write your blogs in wordpress themes, it would be good for seo, feed syndication etc.
