Best Way to Locate PHP / MySQL Expert Programmer

    I'm in need of a great php/mysql programmer to help me with numerous
    projects. I've tried to find someone good for two years, but I've run into
    numerous problems using off-shore workers, as well as US programmers
    on the web. I had a great programmer, but he took a full-time position.

    Now, I'm in need of someone really good who is ready to pound out some
    work. How can you tell if a programmer knows what they are doing when
    you're a non-programmer? What are the tell-tell signs that someone knows
    their stuff?

    Has a binary clock on the desktop
    Blood is 30% coffee.
    Body is 40% pizza.
    Is always late in the morning because shampoo says "Apply, rinse, repeat" and gets stuck in infinite loop.
    When he says he needs a break from the routine and doesn't take any days off.
