That budget? Do a good PPC campaign.... Remember to test and tweak and also provide a good landing page..
I'd probably set aside $300 to $400 to get a cheap outsource laborer for a month and have them attack all the web2.0 platforms for you and see if it turns out profitable.
I'd recommend a PPC campaign. I use Yahoo and have seen pretty decent results. Make sure your information is reliable and setup as very easy on the eyes. People do not like to work hard to get information.
Try an affiliate promotion. I use clix galore with much success. you can get basic packages for free or premium packages for around the $1000 mark where they really get in there and promote your program. also they have a link popularity setting so that all the affiliate links also contain LP more info if you like on clix galore on my affiliate marking guide site
