No, it is something that Google allows. They would want the advertising to be relevant to the content on the page. As an advertiser, I wouldn't want my ads to be displayed and clicked on by people that may honestly be interested in what I have to offer. On my sites running Adsense, I've had the wrong ads being displayed. I didn't know there was a way to tell adsense what to display. I think this is fantastic!
Make a terrible page and they will click the first link they see to get outta it... or blackhat, disable the close function and the only thing to get outta the page is click the ads....haha jk
I must agree, it is usually not mentioned, but links near the navigation are great. You have he attention of your reader at the time they are looking for something to click on.

Have a website... with 4 Huge rectangular ad units. In the middle. Put the text "CLICK THE CORRECT ADVERTISMENT AND WIN A FERRARI". Then get a lot of traffic to it by buying auto-surf traffic. BAM LOTS OF CLICKS!
sorry for the bad joke that follows :~( "the boobies you see here are sad. make the boobies happy by clinking the.... google ads" or you could replace the boobies with a kitten, if your site is targeting children auditory in fact, I think I've seen this. I think it was a panda, which was very sad, till you click some ads.
I personally never tried to trick my users. My adsense are good placed and my users can realize that they are advertizing. When they find something interesting, then they click on it. I have a funny story about adsense from one of my visitors. One day I got an e-mail from my contact form on my webpage. He was asking me about TV Satellite. I searched through my website and I did not find any article about TV Satellite. I answered him, where he found that link on my website? He answered me; he found a link saying TV Satellite for free. He clicked on it but the next page was noting to see. I told him that was a advertizing on my page and I don´t have any access to it. ;-) Regards, ameran
the quistion is is the porpose of your site adsense. if yes use it in the head of your site and you need 1000 visitores per day to make it work. if not it does not matter
