Best way to Geo-target location specific landing pages

I am new to adwords and I am helping someone set up their account. So far we split up all of the keywords we came up with into national (long tail keywords) and regional (geotargeted keywords). The problem is the guy has location based landing pages. Is there a way to just create one regional campaign but target the actual landing pages for certain locations? Or do I need to set up individual campaigns for each location in order for the individual landing pages to work?

Basically, can i link each landing page to a certain geo-targetted location inside of one campaign? So say I have one campaign geo-targetted to Florida, New Jersey, Pa, etc. I have landing pages for all of those locations. Is there any way I can link each landing page to each location inside 1 campaign?

You set your location targeting on the campaign level so you'd have to create separate campaigns for each of them.
