Best way to design a website is...?

I'm in the process of talking to a couple of friends to see if they can design a site that I would like. I'm wondering what programs all of you use to do your web designs? Obviously I know you code HTML yourselves, but I also know there are programs that help with the process. Any recommendations would be welcomed.

it doesnt matter which program you use. an editor is all you need. it should at least have auto complete tags and color parsing, and maybe a previewer

To be honest, I started off in notepad, and only switched to dreamweaver beause it was free. The only feature I use in dreamweaver is the way it makes everything coloured and occasionally, I condense blocks of text so that I can see the outline of the page easier.

Personally, I design all my websites using CSS and that doesn't work for me in dreamweaver, so I preview in IE and check all my code with W3's validator.

It is totally a method of personal preference, what program you use or whether you use anything other than the notepad program on all windows computers.

This is how I make the background images, navigation images, and header images and the rest. Then I use HTML and put in the text in the place. Then I use tables in order to keep everything in place.

    Dreamweaver.

However I started out in notepad, and I know a good amount of HTML from class and learning myself.

Awesome how everyone uses their own thing. Thanks for the advice. I actually know HTML, but I'm going to have somebody design the site for me, and then just go with it from there.

any text editor (code highlighting recommended) and photoshop will do the job - of course you can use dreamweaver and/or topstyle for "debug"...
