    Post useful contents on forums in the same niche with high PR

    Leave comments with unique insights on blogs in the same niche with high PR

    submit to directories, with high PR

    The bottom line is: high PR forums and blogs, directories in the same area or same niche. eg. If you web is about food and leave comments on blog about web 2.0 is not good
