Hi guys, I have a webdirectory and i have a little of money about <20$ only, please tell me best way to build link for my webdirectory to increase pr? where i should put link to? i should put link in a site have high pr or build many backlinks? what menthod you use with your site?

You should try to get back links from both high and low PR websites. Google considers obtaining back links from a variety of sources to be natural and thus reflecting a state of popularity of the website. However, you should avoid bad neighbourhoods and you should build back links from relevant websites. As your website is a web directory, submitting your website to other web directories is not beneficial, as you are considered a competitor, no one will allow your website to theirs. So I recommend trying to build links with reputed SEO companies.

Link building is the best way for building targetted traffic. Select your keywords first may be two or three and find high Pr Blogs in all the three major search engine (ie) Google, Yahoo and Bing and post a comment along with your signature file in all the blogs. Some blogs immediately pingback. I mean they will put your link in their blogs.

blog commenting (commentluv) google it and leave your anchor text as your name - this is allowed and you get backlinks that cost nothing.

Also look for dofollow forums and post useful info in there and put your anchor text in signatures

There are a ton of directory lists, looks for as many as you can and ask webmasters to add your link. The most popular are directorycritic.com, addurl.nu, easysubmits.com, etc... just look and you'll find plenty... post on info vilesilencer forum, this forum (directory announcements), and about 10+ other webmaster forums that have this section. Info vilesilencer is the actual directory forum and many directory lists "borrow" their data. It's a lot of work but I used to get my directory to pr4 in no time with these methods only.
And, ofcourse, submit to other directories in the appropriate "free directory" category and ask if perhaps they would do index page link exchange with you.
