you can use special query in Google to find .edu or .gov blog. Must to say that almost all of them not auto-approved.
The chances are minimum that sites with .edu or .gov extension will approve your comment with links. Such sites don't allow any type of spamming.
Like already explained, the chances are very low. But good way is to know offline someone who works for the institution that own gov or edu domain.
First there are very less no. of these links. Second maximum are manually approved. Thirdly there are minimum chances that moderator will approve your link. These are some problems with these type of links.
