    Focus more closely on the quality of the backlinks you build. Those PR0 and PR1 backlinks really won't mean as much anymore. Not saying don't build them, simply that it will require that you build so many more of them.

    Build more links. Why are you chasing PR in the first place? A single PR6 link should give you PR5 easily. That doesn't say anything about popularity of your website though.

    Just get the quality backlinks by doing the link building in high PR sites will help in increasing the PR of the site

    link building still applies to increase pagerank. my site were stuck to pagerank 3 since last year but when i tried hiring linkbuilders and submit my site to different directories, it works and gradually move to pr4 :D

    Speed can be a factor (in SERPs more than PR) but optimising is usually done (in this context) with reference to having the right keywords in the correct places.
