    Price is not a real concern but quality/support is a must.

    Ive been using www.a2b2.com for the past 6 months so highly reccomend them. Also www.cheapvps.co.uk is also part of a2b2 so they would be a good choice too.

    actually hostgator is offerin VPS.. and named it semi-dedicated server.
    take a look. good support.

    startlogic is offering great deal on vps as well.
    else for better budget, lunarpages vps.

    Semi-Dedicated usually mean a shared hosting with less users, so that more resources is available. But all users are still operating within a shared environment.

    its a shared server environment. and for hostgator case, there is only 4 account on each semi-dedicated server. and this plan is cost $74.

    you can see it as the highest end shared hosting from hostgator.

    note that there is no whm etc, which mean not for reselling or any.

    I do not re-sell. but give free hosting for back links.
    even without that I prefer WHM (I used to have it on my current hosting account) and I am used to it.

    I would recommend Knownhost.com there support is awesome with response time from 1 minute to 15 minute, I have a been with them since last 1 year and still with them, you can check there forum
