I would say, try getting VPS from reliable us providers like ipage. I had IPage shared hosting and not even a single downtime. Their price is high but I am sure its worth it. Or try hosthatch.com, I have been using them for over 3 months. they have ssd servers and there was no downtime on their US server. For netherlands they had certain downtime because of hardware failure but no data was lost and they got back up in less time.
