Is this a Windows only question? If it's an OS X question then Final Cut or even iMovie is amazing and super easy.
if you are using a simple pc, it is adobe premiere ... if you are using a mac, it is finalcut ... if you are a proffesional, it is avid editing programs ... regards ...
I found Adobe Premier Elements a good program. I find Premier Pro too much for my needs and Elements is just perfect and easy to use

If you're familiar with Photoshop and the rest of the Adobe suite, definitely go with Adobe Premiere (or Premiere Elements). I've used both Priemier and Final Cut quite a bit, and Adobe's software (for me, at least) is quite a bit more user-friendly. When I first started with Final Cut, I had to constantly look up what I was doing. Though I must say, more professionals seem to be choosing Final Cut, possibly because Adobe only re-continued the Premiere line relatively recently.
I like Adobe Premiere CS4 a friend showed me his video he made with Final cut and that seems to work good as well and maybe a little easier to use out the box
Final Cut Pro rules. I have also used Adobe Premiere and liked it. After Effects is great for any kind of special effects.
