I'm a Publisher looking for good video ads to run, not ads to run before videos but actual video ads themselves.

Has anyone got any recommendations or any links to point me in the right direction?

I mean actual video ads. Adverts that are in video format... generally medium rectangle in size - 300x250. Not in video text ads, not preloading video ads etc...

I have heard good things about http://www.goviralnetwork.com/ but have not tried them personally.
I believe most of their advertisements are for U.K. based companies, so it would be most profitable if the majority of your traffic was from the U.K.

In March, Tremor Media was the biggest U.S. video ad network, with a potential reach of 57.3 million viewers. BrightRoll was a very close second with a potential reach of 56.5 million. “Potential reach” is a measure that’s based on collaboration between the company and comScore to evaluate all the inventory the ad network could possibly access. comScore product manager Tania Yuki says that’s the preferred metric because advertisers prefer to use capacity to evaluate one network vs. another.
