I don't really understand what you mean. But if you want to promote website to those who doesn't have website, i think the business that doesn't have it is local business, ranch, farm, or local shops. Because they don't have websites, you must do it by direct approaches (come to their office, or make seminar)
Try local small businesses. Many small shops (eg pet shops) may not have websites. You can offer to set up the sites plus do local directory submissions.
