There's a lot of places online that allow you to buy traffic. But here's the thing, you must really do your homework on the companies before you spend the money. There's a good chance that some of them while seem popular, will take your money and won't deliver. Another problem with "buying traffic" is that the traffic you are buying is mainly expired domain traffic. Buying traffic and guaranteed visitors and things of that nature do not convert very well. They say they do, but when you actually track the performance it's pretty low. Get involved with shared lists, or build your own list and market your business online which will help deliver more quality based hits to your website. However, the single most best form of delivering traffic to your site is organically ranking your website for specific keywords that target people that want to buy what you are offering. You shouldn't buy traffic, these 'visitors' are not much more then bots. Instead of that, you should try advertising (facebook?)
I have to agree you won't be getting much conversions with 'bulk' traffic. Although theoretically you could its unlikely. Your best bet is Facebook Plentyoffish Google Bing (I'd do this one only if you can get 100 bucks or so in ad coupons). You can fine tune facebook and plentyoffish, in fact facebook you can do groups, ages, education so on- its a blessing if you know how to convert (it took me a few times to really get the feel for it, but it can be spendy buying traffic).
The best targeted traffic you can buy besides google adwords, or facebook ads work really simple. Go to google, search the keyword terms that best describes your niche or target market, only worry about the 1st 10 listings. Then check to see if they offer advertising on their websites. It's targeted, quick and will make you more money. Do this for each targeted keyword.
