Best software for a private forum...

I am thinking of starting a new forum, but I want something that is completely private. I don't want any threads (not even thread titles, categories, etc.) to be visible to unregistered guests, and I want the admins to be able to approve new members before they can view threads or post.

Are features like this available on any FREE forum software?

MyBB offers that I believe. It's very good forum software, one of the best free ones.

Okay. So what if I take it one step further and go with a completely free forum, like on ProBoards or FreeForums or something like that. Does anyone know if any of those places have private forums?

Vanilla (latest stable 1.1.8) does this perfectly. By default it has new member approval turned on. As with privacy, just uncheck "Allow non-members to browse the forum" option at Application Settings section.

You can check Vanilla here at Anti Cellulite Forum.
