Best Software For 5 Page PHP Website, No Database Connectivity

I want to build a 5 page website, where all the pages have the same menu (i.e. all link to each other). I'd like basic php functionality. But I do not want to use a CMS that uses a database (so that rules out wordpress).

What is the best open source software to do this? I've tried Amaya, but can't work out

I would recommend you using a basic text editor for that :)
