I think for social bookmarking sites you don't need to worry about their PR but should see how busy they are, the more traffic they get the more return you get from your submission.
Usually .info are DoFollow bookmarking sites but you can't guarantee their life. After get more traffic, some of them will be changed into regular blog or die because of lack of funds for server cost.

Can you recommend some good social bookmarking that actually works. The list is bit long and many are not working very well....Although I like the list you made but I think some .info are good until some time only.
