    There is no such thing as a single best affiliate program - it depends so much on the type of website you have, the type of traffic, the niche etc, but all affilaite programs - or most anyway - are free to join, you can get started for free completely if you use free sources of traffic and don't buy your own domains, but as you get more experience paying for your own domains and investing a little will probably be worth it.

    If you are totally new I would recommend reading "Bum Marketing" - it is meant to be the way to do affiliate marketing if you have no money - only free traffic generation advice :

    You dont have to invest into any affiliate program... only investment is your time and skills.
