If you write then the blog owner who will approve/decline your comment will surely disapprove it or there are likely chances. As a blogger I generally discard those kind of comments, most of them by caught by Akismet in Wordpress. I happy with 1 real comment rather than 10 spam comments.
Yes ofcourse you can. But do so only after you've confirmed that the URL is dofollow. As you wouldn't want to get no link juice for that particular keyword and also get flagged by Akismet. If you want to go about doing dofollow blog commenting, give drupal a shot. It's dofollow by default and autoapproved most of the times too. A link within the comment section in HTML is more worth than one in the name field.
Some webmasters allow that while others don't. If you search through the comments on each blog, you will know whether or not that particular blog allows it. Meanwhile, if you identify wordpress blogs (perhaps through Google) that use the "keyword luv plugin", then these blogs have a special provision for allowing this. If your comments sounds relevant towards the content then i dont think Askimet wont block your comment unless you dont make any bad practice of Spamming in trail
i found some of the forums where we have fill the form of three blocks name, website, email and comments and i submit my site links instead of name and some other blog are also give you approved comment where you have to register then put comments.
You can write but most of the popular websites and blogs will disapprove as they hate this kind of strategy to promote one's site
