Me personally, I would probably save up the first three months, get the required $299 for a review, and submit to the Yahoo! Directory for a high-quality link that uses my highest-priority keywords as the anchor text.
In Webmaster Tools, Google used to recommend Yahoo! Directory by name for you to submit to. I've not heard anything about them shutting down.
