So I am helping somebody to embark on a quality SEO hosting strategy as they had 120 blogs on the same server all linking to each other and I want to see the link juice get passed around and believe the issue lies in the fact that the blogs are on the same server/ip address because it had top rankings and now not so much. So whats the best place for SEO dedicated IP hosting per the money?
That isn't going to exactly be a cheap endeavor by any means, especially for that many blogs. I recommend simply spreading them out across 4 or 5 different IP addresses. This alone would make a world of difference.

I'm assuming all of your blogs are likely autoblogs? And good SEO's wouldn't link a network of 120 blogs together because there i'm assuming they aren't all in the same category and it just looks like link spam to the search engines. Gain real genuine back links for best results.
Actually they aren't but they could be set up as ones. It's all wordpress blogs and in the same sports/gambling niche.
As Brandon93s already mention, there is no cheap solution for this. The truth is, using many IPs for SEO is not a valid justification by ARIN. Several SEO specialized hosting that I know, like aseohosting.com , give those IPs for roughly $3-$5/ip. I don't think there is any provider that can provide you a cheaper rate than $3/ip.
$3 - $5 is definitely very standard for dedicated IP addresses. If they are all in the same niche, on the same IP, and linking to each other, then the search engines are definitely going to punish you for this. You may even be better off without the interlinking if this is the case. As previously mentioned, your best bet would be to spread them out across multiple IPs, but not an individual IP per website. That would be ridiculously expensive and excessive. Honestly, there is no 'ideal' way to handle such a huge number of websites with ease and make everything work out SEO-friendly unless you are willing to shell out a lot of cash every month, in which case you'd be making little to no profit.
Now regular webmasters and freelancers can start creating their own backlinking sites using multiple C class IP hosting.
