well you get them to follow by following others, its a numbers game. The more you follow, the more you will get users to follow you.
forgot to mention there is a 2000 cap kinda thing you gotta be carefull of.... after that you need to have followers and not follow them to get more followers if that makes sense.
Its really to get huge traffic from twitter by leaving your blog URL in each of them in your profile. That doesn’t end your job, you have to participate in discussions in those networking sites, and topics related to your niche, making your impact in the blogosphere.

don't just get an account though and follow like 100 people at once and hope they will follow you.. if you do you will get banned for suspect behavior. Follow the people who interest you and lots of them in follow you. Do not spam...

Yep -- I get about one new, obviously spam, follower every week or two. So far I've never even had to report them for it, as someone's always beaten me to it and the account has already been suspended.
